Can i file a claim if I paid through paypal but the transaction doesn't show in my Paypal History?

I recently purchased an item from ThriftyVet who only accepts paypay, in which I paid through paypal on my credit card.  My creidt card was bill and I was sent and email that my item shipped.  It has been 20 days later and I have not recieved my item and the seller from the ThriftyVet site won't anwser my questions.  I want to open up a dispute to get my money back, but when I try to the transaction ID isn't listed at all on my account making it hard to file a claim if it is not listed not even in my account history in Paypal.  What can I do? 😞

Have you checked your 'payments sent' and clicked the calendar back to more than 30 days?

That sometimes helps.
