Buyers can simply refuse an item and get a full refund costing the seller the shipping fees.

A paypal rep told me today that you can purchase items online, pay with paypal and while the items are being shiiped you can use that time to think about if yu really want the item.
If you decide you don't want the item simply refuse the item and then promtly file an item not recieved dispute and get all your money back.
It obviously cost the seller the shipping fees (both ways) but is completely risk free for the buyer.
I think it's a terrible thing to do to sellers, but the paypal rep seemed to think it was totally fine, as paypal's rules allow this.

buying without the actual intention of buying is wrong. But right now, I'm being played for shipping cost by the seller. I'm very happy about what paypal is doing.
