Buyer in wrong - do I have to refund?

Ok, let me start by saying that I am a very honest person (I guess you have to take my word) ... I am in a situation now though where I am very angry and confused and don't know what to do.

I sold a pair of shoes on Ebay that I was unable to return because I threw out the box (long story) but the shoes are brand new and still have the tag attached. I made all that clear - "New w/ Tag No Box"  I ended up selling them for a lot less than what I paid and was ecstatic that I got anything for them.

I sent them in a different shoe box I had on hand and I paid $11 in postage and only charged $5.  Today (Feb. 26) when I went to get my mail there was the box! It had a sticker that said "Refused". I stopped tracking the package when I saw it was delivered on Feb. 16 ... I see now that it was refused on Feb. 17

The thing is, I haven't heard a word from the buyer. Not one word! She hasn't contacted PayPal either. What is her reason for return? I mailed it within 3 days of purchase. She can't claim it was not as described because she refused it. If she did open the box first - that is mail fraud because she would have had to pay to send it back. MAYBE because I sent it in a shoebox she thought I was sending the wrong item - but she wouldn't know for sure if she didn't open the box!

In my listing I offered a refund within 7 days minus 15% and buyer pays shipping. (Thinking that it wouldn't be fair if someone bought it and it didn't fit etc. I didn't want someone to go through what I did) BUT SHE NEVER OPENED THE BOX!!

Well, it is now past 7 days ... does it count that she sent it back even if she NEVER contacted me.  I REALLY DO NOT THINK BUYERS REMORSE IS A GOOD DEFENSE!  You enter into a contract when you buy on Ebay. Just like you are not allowed to retract your bid, why is she allowed to just refuse it?!

She never even gave me the courtesy of an explanation.

I am not a business - I am just a girl who was trying not to lose all her money on an item that I can't wear and can't return. I feel bad for her too - but she should have decided if she really wanted it before she bought it.
