Buyer claims item not recieved. I am eligible for protection. What now?

I see that my sale is eligible for seller protection, and I have all of the required shipping documentation. However, I haven't been able to find anything that tells me exactly what the next step should be. Does the buyer need to report to PayPal that he didn't receive the item, or is there something that I can do?
