two disputes for same item

I filed a dispute because I did not receive an item. Shortly thereafter, I did receive the item. Unfortunately, the item is significantly different than advertised. I can't seem to file another dispute because I had the first one. I also can't contact anyone who is not a paypal robot. How can I file a second dispute for an item? Thank you.

You can change a dispute from non receipt TO not as described before it closes but you can't open another dispute for the same transaction.
The only way is to ask customer services to open one for you, they may refuse but worth asking.
If not then if you funded your paypal account via a card then see if your card issuer will help?
