wondering what i did wrong. sold item on ebay, buyer paid thru paypal per ebay rules. item lost by post office, buyer reported it to ebay. i was asked to, and i submitted proof of mailing to ebay, and what tracking there was (it made it from IN to PA). yet ebay still demanded i refund the buyer or send another item. should i have told him to file complaint with paypal instead of ebay? i thought there were connected. TIA.

Yes, but you need proof of delivery. If tracking status does not show 'Delivered', you will be responsible for making the buyer whole by either refunding or shipping another, simple as that.
PayPal and eBay have been separate companies for several years. PayPal also requires proof of delivery for seller protection.

that sucks. as they just lost another package.
seems to me that it used to be you had to prove you mailed it (accepted by post office), not that it was delivered.
