ripped off and paypal won't help

My wife purchased an item using paypal to provide payment to the vendor.  The vendor sent a shipping number that was dated BEFORE her order was ever placed.  The item was never received (duh).  A dispute was started with paypal, but since the vendor provided a shipping number (fraudulent one though), they closed the dispute in the vendor's favor.  This isn't right!  How do I reach someone who can actually do something about this?  Is this how paypal wants their business to work?

I am having same situation. I ordered item from some website and paid thru Paypal in March 2020. I got notification from UPS that package has been delivered and left at "side door".  First off all I didn't received package, second of all I don't have "side door". I decided immediately call UPS and they said that "yes" indeed package has been delivered to my town in Florida but to different address with obviously different person name. At first I opened dispute with Paypal. After investigation they emailed me that dispute has been resolved because package has been delivered to me. I am not getting refund.  I tried to email and call them, no one answered. I had enough and opened dispute with my credit card company. They credited me money back right away but after almost 3 months I am getting letter with print out from UPS provided them from Paypal showing that item has been delivered to my town and date and they have to cancel dispute and change me again. This was same print out which I already saw in March on UPS website. I called UPS again and they confirmed again that it was delivered to different person. I asked them to please prove me evidence of it so I can give to my credit company. UPS apologized and said that due to privacy issues they can only give this info to PAYPAL. So I lost my money.

PLEASE anyone who reading this DO NOT use PAYPAL. They don't care. I will only buy from Amazon next time. I have great experience with them.

Try the message center. I did and though they gave incorrect information, it was a live person.

APPEAL.

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment or that includes a statement mentioning your address and saying the item was delivered to a different address.
When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

I asked UPS to provide me this official letter, they said they can only give it to Paypal or Seller due to privacy issue. I am assuming they could possibly give it to my laywer If I decide to go that route. Paypal or Seller obviously not interested to contact UPS.
