"PayPal Purchase Protection" is worthless as long the seller ships something, to ANYBODY.

I am hugely disappointed in PayPal, is it optional to be sober to be employed to handle PayPal disputes?
Maybe reading the context is optional?
PayPal:
"We have reviewed this transaction(s) and are denying your claim(s). This decision was made because we received shipment tracking from the merchant confirming that the merchandise was delivered."
Yes, the company provided a tracking number, that proves delivery about 1000km from my address.
Hence, eBay, blindly dismissed my claim.
I take that providing any shipment number of some parcel os proof of delivery?
I find this very arrogant and unfair, it is scary because this could very well have happened to one of my bigger purchases.
I guess PayPal tries to teach me that I would have better protection using a credit card.

If it was an Ebay dispute and not a Paypal dispute then Paypal doesn't have anything to do with it.

Sorry, that was me making a mistake, typing "eBay" instead of "PayPal"
This case is vs Banggood. 99% or so , Banggood is perfectly fine, this one time I did not recieve the goods (I guess they sent it to wrong address/wrong label/whatever)
Banggood support was equally illiterate as to the distance between delivery, and the address.
So I tried to get help from PayPal, and .. bummer.
I can share the whole email /case ID if that is not against some bad policy.
Basically - an ignorant email, (proving they did not bother to read 1000km distance, or check WHERE it was delivered - I did point it out) stating that the sender provided a tracking number and that it was delivered. (somewhere else).
The email is of the perfect arrogant kind also due to it's "no reply" nature.
This reminds me of the great new policy that if seller does a refund, then ebay will keep/steal the fee anyway.
Combined with ripoff conversion rates both ways.. I really just need an alternative.
