"Item not received" not listed in Disputes. ONLY "unauthorized transaction"

Ordered a phone and paid for it.  Seller then cut off all communication, even blocking me on the selling site.  I went to Paypal to dispute the now Complete payment transaction.  The ONLY option I got for disputing the transaction was to label it an "unauthorized transaction".  So after searching the website in vain, I finally lodged the complaint as an unauthorized transaction.  Today I got a message that the dispute has been closed, deciding in the seller's favor, because it was not an unauthorized transaction.  But I can't find ANY WAY to file a dispute for not receiving the item or TELL PAYPAL what the problem is!  When I try to open the Dispute page again, I simply get a message that this transaction dispute has been closed.  What now?!  AARGH!
