issue on purchasing an item and claimed has been rejected incoreectly

Hello,

 

I ordered an item,Wireless Portable Electric Hair L/R Rot.., on June 16. it took long time to receive the item , so before receiving I claim for refund, but the investigation  took longer and I received during that time, so the claim rejected, however the problem is the item that I received is not I ordered!! this is a wrong item!!

so  try to reply and open another claim but it does not let me do that.

I also try to contact the seller many times but I have not heard from them at all. so i can not even return that.

I am so sad of this purchase . not only it has been taken my time alot to contact paypal and sell, but also I waste my money. so I am asking for refund please.
