issue escalade to a dispute

I have received an email from the seller that at the beginning did not want to refund me for an item that did not arrive, before opening a dispute, and now he is asking me to cancel the dispute and he will refund me the money immediately, is that commun on the sellers to change the mind so quickly after they have been contacted by pay pay?? should I close the case or wait to PayPal give me the next instructions??
