I live in Lithuania and I did a paypal account with United States Nacionality and send money from coinbase to Paypal but can't claim them in there because account limitations and can't verify the account because I don't live in USA how can I get my money back to coinbase?
You are not allowed to open another countries paypal account.
It would never work for you and would soon be limited and any funds frozen.
You would need to open a paypal account in your own country and then contact customer services and see if they can transfer the funds for you.
If they can't then you may need to contact the sender of the funds and ask them to open a dispute to get their money back and then pay to your new account.
