Wrong amount charged

I made a purchase for 70 USD (have an invoice sent by e-mail). But the Seller charged 96 USD from my PayPal account. SInce the amount was wrong I opened a dispute at PayPal resolution center, provided all the docs and proofs. But finally the decision was that "the transaction was correct and there are no mistakes". Tried to contact the seller - but no response.

That means that one day I can purchase something for 10 USD, been charged for 100 USD and it will be OK for PayPal? Obviously the Buyer protection does not work...

Do you have any suggestion how can I get mischarged amount back? Or maybe had similar situation and solved it?
