Will Paypal Likely Take My Side?

I purchased an item from "animehacks.net". On their page it says their cancellation policy for an order is 24 hours of the time the order was placed. I submit an email to have the order canceled over an hour before the "24 hour period" passed; they told me it was too late to cancel the order. Is this a valid claim to ask the money to be refunded by paypal? Or will they more likely side in the seller instead of my side.

Of course, it is a valid claim. Open a dispute on the transaction and present your evidence to PayPal.
