Why am I suddenly banned from Paypal?

You can no longer use PayPal
After a review, we decided to permanently limit your account as we found potential risk associated with it.
As a result, we can no longer offer PayPal services to you.
Any bank or credit card information that’s linked to your PayPal account cannot be removed nor can it be added to another account. You can still log in and see your account information but you can't send or receive money.
If you have funds in your PayPal balance, it will be held for up to 180 days. After that, we'll email you with information on how to access your funds.
When I go to the resolution center, which Paypal recommends I go to, I receive this message:
At PayPal, we value a safe community for our customers to do business. We noticed activity in your account that’s inconsistent with our User Agreement and we no longer offer you PayPal services.

Any money in your balance will be held for 180 days, after which we’ll send you an email with instructions about transferring your money.
There's no information as to how I violated the user agreement, or what the "activity" is that they mention. I've used the account maybe a total of three times times in the last year, once for ebay, one person sent me money which I no longer required, so I refunded it to them, and the last time was to give to charity (Feed My Starving Children, a well known charity).
I don't really understand what's going on, and it's really out of the blue. Is there anything I can do to fix this situation?

Sadly paypal do not give reasons, as its a permanent ban i guess it would make no difference anyway.
They just state you violated their policies in some way.
Can be anything from an underage account or accepting payment using the friends/family option instead of goods/services to too many disputes or a myriad of other reasons.
Advice is voluntary.
