What will you recommend if you have been told that you can no longer use your PayPal account?

I was told that I can no longer use PayPal in my account limitations of the resolution center, without any option to reset or remove this limitation...

If its a permanent ban ie you can no longer use paypal then the decision has been made and there are no options to resolve anything unfortunately.
