Weird identity fraud transaction or stolen CC?

I need some advice on this one. Paypal and ebay don't know what to do with it.
I received a baseball card in the USPS mail from a seller on ebay. The funny thing is I didn't order it.
- The seller is legit and said the transaction was through Paypal
- It was sent to my valid mailing address
- It was sent to my adult son's name who has never lived at this address
- Transaction was for $1
- I have the ebay transaction id. Seller and ebay refuse to give me the purchaser's username
- It didn't come through my ebay or paypal accounts
- No fraudulent transactions on any of my CCs or bank accounts
This feels like someone setup a fake paypal account with my address and just tried out a small transaction through a stolen CC.
Any suggestions?
