Webpage advertizing fake conferences

I am asking on behalf of my girlfriend. She signed up for a health conference that was supposed to take place in Mexico City on July 1st at the Radisson. I emailed the person in charge of meetings at the Radisson and they have no record of any such conference. The website looks sketchy. It is missing details, words are misspelled, etc... She paid about $225 CAD with her credit card thru Paypal. She was also required to send a photo of her passport page. They have not answered her emails for 3 days. It seems pretty clear she got scammed. She will open a dispute in the resolution center. Any other thoughts from the community? Many Thanks.

Did she log into paypal to pay or as a guest buyer?

Which dispute has she opened?

Has she escalated to a claim?
