Want to Cancel Payment sent to someone who doesn't know how to use Paypal

Hi,
I sent a payment via PayPal to someone's email address. She doesn't know how to use PayPal and is unwilling to try. There is no "cancel" link to click. It just says "payment sent". What do I do?

Then that email address you sent to is a registered PayPal email address and you must file a dispute to get your money back. How does someone refuse to use PayPal and don't want to try yet have an account all set up and claimed the funds.

That’s what I’m saying. I’m so mad. I opened a dispute and she just said she saw I made a complaint and that she hopes it doesn’t effect her. Do I just let it escalate after the allotted time?
