Unauthorized charge was"consistent with my payment history"? In what universe???

Yesterday, someone in the Czech Republic logged into my Uber Eats account and ordered $50 worth of burgers, using my Paypal as payment. I got a text from Paypal asking if I made this purchase. I replied no, and it automatically opened a fraud case. Of course, I changed both my Uber and Paypal passwords shortly afterward, too.
I was hoping this would get resolved relatively quickly. But today I received an email from Paypal that my case was denied because they found the transaction "consistent with my payment history". I, however, live in California and have never been to the Czech Republic in my life. Nor have I even used Uber Eats (or even Uber for that matter) in the last 2 years or so. I can't find anything about my payment history that would make anyone think it's a normal charge, considering everything else is payments to Playstation/Twitch or online clothes orders from American stores and all in USD. Plus, Paypal was the one who flagged the charge in the first place. How do I get my money back now? It's not giving me any way to reopen my case.

Contact customer service to have someone review the case again and explain that this transaction was made from Czech Republic and you're in the US, bot mistakes happen:
Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
Call early, during business hours, west coast time to try to get a US rep.
