Unauthorized Charges

My daughter does not have a Paypal account and was charged by a fraudulent seller through Paypal. Paypal debited her account. She can't dispute or ask for a resolution because she has no account.

She can’t file a dispute or contact PayPal for unauthorized charges because she doesn’t have an a point with any transactions.
