Unable to escalate to paypal

Morning, I purchased an item on 14th Jan and raised a problem in the resolution centre on the 24th as I had had no tracking or contact from the seller. They gave me tracking and asked me to wait. Paypal also said I couldn’t escalate yet. Now 3rd Feb I have no item. Tracking states not collected. I am unable to escalate to PayPal (says I can’t escalate till 21st Jan- which is before I even logged the original) and it says it’s closing today at 5pm. Can someone help? I haven’t got my item and I need my money back?
