Unable to Escalate a dispute into a claims, seller has somehow marked item as delivered

I was recently scammed online by buying two products for a total price of 175, but when I entered my card information and checked out, it only charged me 99 dollars and 99 cents, and they somehow marked it as instantly delivered, I'm not aware of how they did this, but I am down 100 bucks and they don't respond to my dispute in any human way, and it isn't giving me the option to escalate it into a claim despite literally receiving an email telling me to escalate it into a claim. The only option I get is to say that I received something, of which I did not receive anything and they're threatening to close the case for good on the 4th. I need help please, all forms and attempts at contacting someone who can do anything on this f#!@$ website isn't helping at all and I'm afraid I'm going to lose my 100 dollars to a scammer
