The seller can't refund the money.

As per the seller message below, what should be done? Seller message : xiao xia: Dear friend, Thanks for reaching out to us. I am sorry to tell you that we have already applied for refunding to your PayPal account But unfortunately, we were mentioned that this PayPal account is not available for refunding to you Please do not worry ,we will try it again And could you kindly help us cancel the dispute first as it hurts us heavily? if any problem, plz contact us, Thank you for your patience. Happy all your life!

If you had to close a case to get a refund then it would be pointless having a dispute process at all.
NEVER close until you have a refund, if he refunds you then that would close the dispute automatically.

If he doesn't escalate to a claim.
Do not close it or he can ignore you and you can't open a second dispute OR re-open a closed one.
