As the title indicates, a dispute was closed because " The decision was made because the purchase is ineligible for PayPal Purchase Protection according to our User Agreement."
Trying to understand why not covered. Ordered custom made photo calendar and it arrived with someone else's photos. Company never responded to my attempts to resolve. I cannot seem to locate the spot in user agreement that would explain how/why this purchase was excluded. Is it because it was a custom made item? Was the amount ($16) too small? I'd like to know as one of main reasons I use paypal is the purchase protection. First time using it and this is what happens.
