The Most Effective means of getting in touch with Paypal re Card Fraud

Yesterday evening my card was stolen, and used fraudulently to by a number of things, including a £199,99 purchase that was made through PayPal. Not on my Paypal account, by through Paypal.
My bank have told me to in order to get my money back I have to resolve this with PayPal themselves, but I have had no luck getting through on the phone. I was wondering, what is the most effective means of contacting them about this urgent matter?

If you need to open a dispute for a 'guest buyer' transaction (ie one used to purchase via the card + the merchants paypal card reader and not by logging in to a paypal account) then you can.......
1. Phone Paypal customer services and see if they will open one for you (difficult at the moment due to covid)
OR
2. Contact your card issuer for a chargeback.
Advice is voluntary.
