Separate Additional Charges From PayPal Showing On My Credit Card Transactions

I have my credit card set as my default payment option when I use PayPal to buy something online. I've noticed recently when checking my credit card transactions that PayPal is charging separate additional amounts of less than 1 dollar (.53 cents, .37 cents, etc.) along with every purchase that I make on Ebay. Why? Is Ebay charging me these additional amounts, or is PayPal charging me these additional amounts? Not sure what's going on. The originator of the charge is listed as PayPal*Ebay*, like that.
I do know that due to a Supreme Court ruling online purchases must now tack on tax. BUT, this tax amount always shows up in the balance due page when making the purchases and is already added in to the final amount that will be charged to my card through PayPal. So that's why I'm confused with these separate additional small-change charges.
