Sent seller payment and didn’t receive product. They are refusing to refund

Sent payment to seller under the “for products or services” and they didn’t send it, and are refusing to refund and blocking any form of communication I had with them

  1. Locate and click payment transaction in your PayPal account activity
  2. Click "Report a problem" 
  3. Click “I didn't receive an item I purchased”.
