Scams Paypal is assisting

I have tried to contact PayPal of a scam that numerous paypal clients have been scams by a website BUXXYUM and all of their confederates.  Namely shenlantiaodong. If you search the web, you will observe a pattern of scams!

I'm having this problem right now with a seller Toshia <removed>.

Their scam is to overcharge you a 15% deposit fee and then they e-mail with a tracking # and instructions on how to recover the overcharged money.

They will provide Paypal with a bogus tracking # that will show that the item was shipped and delivered.  In my case the tracking # was for something that was shipped 3 days before my transaction actually took place.

The trick is that when you ask for the overcharge refund, they will refund it to Paypal and that will limit your future options with Paypal once you realize that the tracking # provided to you is also bogus (the status never changes from Shipping Label Created, USPS Awaiting Item).

When you go back to Paypal to claim that you never received the item, well, you don't have that option as you already have a successful resolution (the overcharge).  I tried unauthorized transaction as it was the only resource available for this transaction, but Paypal turned down almost immediately.

WOW, I have to admit that the scam is very clever.  They found some cracks in Paypal.

The question is how to make Paypal aware of this scam from this specific seller, because Paypal is basically helping them.

PayPal are not interested. I have been fighting a case for months with no help whatsoever from PayPal. I feel both the company in Hongkong and PayPal are scammers. I thought PayPal was a safe way to buy goods ......... definitely not

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.

Paypal would not be able to check every individual seller / merchant / company in over 200 countries worldwide that adds paypal to their website to accept payments.

So they give you 'some' buyer protection but the onus is on you to risk assess your transactions.

They do stop bad companies from using Paypal when enough claims start rolling in.
However as they are in China (mostly) then its easy for them to just start over with a new name, so stopping them does not really do anything.

The BEST thing is to not buy from them in the first place, to recognise them -

1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.
