I'm having this problem right now with a seller Toshia <removed>. Their scam is to overcharge you a 15% deposit fee and then they e-mail with a tracking # and instructions on how to recover the overcharged money. They will provide Paypal with a bogus tracking # that will show that the item was shipped and delivered. In my case the tracking # was for something that was shipped 3 days before my transaction actually took place. The trick is that when you ask for the overcharge refund, they will refund it to Paypal and that will limit your future options with Paypal once you realize that the tracking # provided to you is also bogus (the status never changes from Shipping Label Created, USPS Awaiting Item). When you go back to Paypal to claim that you never received the item, well, you don't have that option as you already have a successful resolution (the overcharge). I tried unauthorized transaction as it was the only resource available for this transaction, but Paypal turned down almost immediately. WOW, I have to admit that the scam is very clever. They found some cracks in Paypal. The question is how to make Paypal aware of this scam from this specific seller, because Paypal is basically helping them.
