Thank you so much for allowing me to plead my case.
I purchased a ball thrower for my pet. It is a machine that the dog drops the ball in and it throws it so the dog can retrieve it. It was advertised on Facebook and I ordered it. I had no idea it was coming from China or I would not have ordered it. Past experience show me you cannot return items to them.
However I did order this and was waiting for it to come in. I filed a claim against them because it had been months and I have not received it. The claim was denied because the tracking number showed it had been delivered so I started to investigate. I did receive a small bubble pack envelope that was only a few inches wide and long back on January the 8th. I had no idea what it was about and there was nothing in the envelope. I kept it a couple days as I thought maybe it was supposed to be some kind of free gift that some someone sent me but after a few days I just threw it away. It had nothing in it and was just a blank bubble wrap envelope.
Once I saw that the package was delivered I went to the post office and they looked the package up for me. As delivery conformation packages come across the sorting machines it takes pictures of the package and each picture shows the delivery conformation number. I have included that pictures in this email. You will see that it is a small envelope with no weight and it gives you the size of the package which is in no way a dog ball thrower. I tried to contact the person I bought it from and the email was not valid. I included a picture of that response in this email also as well as my order when I placed it. As you can see the order asked if I received this package in Feb 10th..
This was a scam and all they sent was an envelope to show delivery of the product. I have trusted PayPal for many years and believed they would protect me from just this kind of scam. Any help would be appreciated. I have all the pictures and proof but since PAYPAL closed the dispute I seem to have no recourse.
They are allowing the people to **bleep** you and gives you no chance to respond back to a case closing. I trusted Paypal but really thinking twice about ever using them again.

I was scammed as well by a company from China called Popzora. I am like you and did not realize that the company was from China or I would not have ordered from them. The company definitely did a GREAT job of camouflaging that detail. Now I am out of $77.45 and if I return the few cheap items I did receive (I only received a partial order and I ordered the items on February 1) to China within ten days according to my case I will receive a refund. The refund will be impossible to receive due to NOTHING being shipped to China from the US right now according to the USPS toll free customer service line that I waited for over an hour today to find out. There are no Paypal customer service representatives answering phone calls or messages so I guess I am "**bleep**" just like you. I totally agree with you that Paypal should do a better job of protecting its customers against these scammers from China. I can guarantee you one thing we are not the only two on Paypal that have gone through a similar scam ordeal. The real kicker is the second package I received from Popzora had a return label from Chino, CA but the seller did not mention anything about the items being returned there. I'm feeling really down on Paypal tonight 😞 I feel they have let both you and me down on this scamming mess!!!

Re: Scammed by another China post. Please read the following. Mine was from India and no chump change $310 for a part that I ordered from a California company. Worse is that PayPal sided with them for providing a tracking number of the product being shipped and received. 2 fenders and the "package" sent and received weighed tenths of a kilogram. How is that possible? And PayPal sides with them. They have access to the purchase. The amount. I sent them copies of the emails that the fake California guy tried to lay the blame on PayPal. Sent all this and more to PayPal and they sided with the company really? Had I known it was another country, I would not have ordered the product either but they were masked under a different company. Who screens this things? We don't have access to that kind of info but PayPal should know everything about the company, just like they do about us in setting up an account. I am extremely frustrated with PayPal and disappointed as heck for their outcome in the resolution center and this bogus delivery of my package. Had a real person looked at my dispute they would have seen the information provided. If it was a real person then they need to be fired. Problem is that you cannot tell who it is, no customer number or inspector or whatever to track anything and no way to dispute a closed case. I am upset beyond closing my account with PayPal and will take this one step further or two or three to as far as I can go to get justice.
Small claims court, better business bureau, somebody should be able to help with PayPal's practice of allowing people to get ripped off, abused and laughed at while they go laughing to the bank.

Hey, just had a thought and I am going to try it myself tomorrow. How did you pay for the pet ball thrower. If it was a credit card or debit card the issuer of the card may do a chargeback for you. I'm definitely looking into that tomorrow. I think you have 120 days from the date of a purchase to file a chargeback. Worth a try!!!
