Scammed and paypal won't help

I purchased an "ice maker" and I will take part of the blame I should have known better. All the transaction information is in Chinese (I assume) there is not information to contact the seller. The tracking number provided has no company name just "manual". I have disputed and been denied but how or why!! I have not received any product and it has been a month since it "shipped". I used paypal to protect myself but reading these boards it doesn't seem as if they really protect the customer. I guess I should have just used my credit card and filed a dispute. Can I appeal or start a new case?
