Scammed and Paypal is protecting the Seller not the Buyer

Need help!! This is the 2nd time this has happened to me.
I ordered a product and did not receive what was ordered. (IT WAS A SCAM) I reported it to PAYPAL and the resolution is for me to send the product back which would cost me an astronomical price, just to get my 22.00 back. How is this possible and how is PAYPAL allowing these scams to occur and not hold these seller's accountable. I can't get though to anyone in customer service and today is the deadline. I ordered a piece of furniture and received a pill box. Yes, a pill box. I sent all the pictures in the dispute. So much for Buyer Protection. What Should I DO?? This is horrible business!!What I ordered!!
