It seems like you filed an incorrect case that is why the case was denied.if you did not receive the item then you should file it as Item not received dispute. Unauthorized transaction dispute is for situation wherein you did not made the transaction or someone hacked your account and made those fraud activities. Once you filed an unauthorized case, ww will review the IP location, device used and log in credentials, if we see that it's the same history or information used before then we will deny the case. Since there's no option for you to reopen the case in your end, please contact PayPal Customer Service and we'll be glad to open the case with the correct case reason.
Click on the words "Help / Contact" at the bottom of paypals pages.
Use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in.
Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
