Hello, i purchased fabric from someone. The post office sent it back due to lack of information. The seller will not refund until she receives her package and is telling me to call USPS for claim if she doesn’t get her package. As a buyer can i file a claim for my refund ? or do i have to wait til she finally receives the package ?
