Returned Item lost

I'm having a case going on eBay

Seller send a faulty item

Seller provided Label to return but looks like the item is lost

(he selected cheapest possible carrier)

 

Now I'm wondering if Paypal would refund in such cases if I'll open a dispute or I have to claim chargeback from my Credit Card Company.

 

Paypal did shut down all phone helpline so can't really ask directly

anyone had any such experience?

and how was it resolved?
