Is it safe to wait for a partial refund agreed for a wrongly described item (emails recorded on ebay detailing this agreement) until the money has been released by paypal? I'm happy to wait, but paypal's stated reason to withhold payments for 21 days is to allow time for dispute resolutions. Could the seller refuse the refund once he has the money?
