My account is in a limitation and PayPal sent to me an email that there is 2 options to my money that Option 1. If you owe refunds to any of your buyers, you can use the money in your PayPal account to refund them. Option 2. Money in your PayPal account will be held for 180 days. After 180 days, we'll email you information on how to receive your funds. And I want to make a refund to some people but there is no option to make a refund in my transaction so what I can do to issue a refund instead of the buyer make a dispute. Anyone can help?
