I order a quantity of 10 lights, i recieved only 1 I opened a despute and PayPal found in the sellers favour because they provided tracking information that said it was delivered, I'm not disputing the delivery, I'm deluding the quantity, I don't want the item, I w sent a refund

Then you must have opened a dispute for non receipt of item so seller won when they proved delivery with a tracking number.

You should have opened a dispute for item received but not as described ie insufficient quantity as ordered.
