On Dec 31st I ordered a personalized item on eBay. Seller sent item but personalization was wrong. She said she would send corrected item on Jan 23rd but has not. She will not answer my messages. I opened a case with PayPal but they seem to be dragging their feet. What else can I do? It is clear seller is not going to send corrected item. I'm out money and have nothing to show for it.

Which dispute did you open AND have you escalated to a claim.
