Refund request error

So I purchased a coat from a company online via paypal which charged it to orderplus international. After a fortnight of no movement to post or response I initiated a dispute. I was offeref a small discount if I waited a but longer and I agreed. Now a month later the seller offers me instead an 80% voucher from an unrelated cheap **bleep** web site instead. I am trying to get a refund from paypal but it crashes mid submission saying try again. I view the dispute screen and it lists those attempts as case closed due to not being protected by the buyer protection policy. What should I do?

If you had to close a case to get a refund then it would be pointless opening one.
NEVER close a dispute / claim until you have a refund.
If the seller issued a refund then that would close the dispute automatically.
If he doesn't escalate to a claim.
Do not close it or he can ignore you and you can't open a second dispute OR re-open a closed one.
