Refund on deposit for holiday villa

Hi, I laid a deposit of €250 back in September 2019 for a Villas in Spain through PayPal but the money was taken from my Mastercard credit card. Due to the coronavirus it looks like our flight will be cancelled therefore we will not be able to go on holiday. I have spoken with the villa owner and they are not willing to refund my deposit, can I claim it back through PayPal? I have just looked and it was made under "personal payment" any advice will be much appreciated.

If you paid as friends and family, there are no refund or PayPal buyer protection on such payments. You may try (no guarantees) your credit card to dispute, if that is how you paid.

Hi, when I look at type of payment it states "personal payment"does this mean friends and family?

My holiday insurance want a letter off PayPal saying they wont pay. But I cant get through to them.
