Bought an Indoor camera thru PayPal. Did not work on day of arrival got an expert to look at it, solved by a simple problem in instructions. Honest seller told me it was working perfectly when i took delivery ? Later there was a short ESB cut and it would not start. I told seller again camera not working and he of course blamed the power cut. I said nothing else was effected laptops, Tablets phones etc in the house. .Went to PayPal, Seller said he would refund when camera returned. Carefully packed Camera returned by An Post registered post. Asked seller had he received it NO Reply. then message from PayPal no refund due to damage i had caused !! Cannot get thru to PayPal to ask for details of damage and pictures ?? Cost €37.58 plus €8.40 return postage

Generally, the decision made at the conclusion of a buyer claim is final and can only be appealed if new information is presented which was not considered during the original investigation.
If you would like to appeal the outcome of a claim you can do so within 10 days.
To appeal the outcome of a claim:
Go to Resolution Centre.
Under 'Resolution Centre', click Closed cases to display the closed case list.
You can also locate your case by selecting 'Case ID', 'Transaction ID', 'Invoice ID', 'Name' or 'Email' from the drop-down and using the searcher.
Next to the case, under 'Action', click View.
On the 'Case details' page, near the bottom, click appeal the outcome.
Provide information for your appeal.
