So, I purchase an item on eBay. Seller informs me he accidentally listed it twice and it was not available. He said I should I should “request recovery of funds. This is a completed transaction. How do I get my money back?
Pardon my ignorance please, no one has ever stiffed me before.

If you pay using paypal and use goods and service, you can return your money by opening a dispute and submitting a claim escalation.

Do NOT do what @Rezayayang15 advised.
As its an ebay dispute then click on resolve a problem and select non receipt of item.
You may have to wait a few days until the estimated shipping date has passed and then make sure you select non receipt of item.
Then ebay would request the seller to issue a refund.
You have up to 30 days to open an ebay dispute.
Advice is voluntary.
