Refund a payment from a Restricted Account

I need to Refund someone an ebay payment from my Paypal. My Paypal Account has now been restricted (for 180 days) just before this ebay payment arrived. I have attempted to refund it through the restricted account, but it wont let me. Paypal Customer help on the Telephone were useless, so im hoping one of you guys could give me any help??

Get the buyer to open a dispute for non receipt of item that you don't challenge and they should get a refund.
