Refund Issue

So I bought a craft cabinet, the seller sent me a winter hat. I tried working with the seller for a refund and then had to go to PayPal. The seller wants me to ship their hat back, at MY cost, before they will refund the craft cabinet. I feel they need to provide a shipping label, why should I lose money on this? PayPal agreed with them, that I had to pay to ship the hat at back. How the heck is that right? Why would they agree to me losing money when it was the sellers mistake? Is PayPal really all that great if I can’t count on them? I provided them with the receipt for the cabinet, the tracking and the hat with its tracking. Easily proved the seller made the mistake. I have to respond in like 3 days, anyone have a number I can call to dispute this decision? Don’t know how to upload pics or I would, sorry.
