Refund Advice via paypal

I have reqested a refund through paypal for goods I bought on feb 24th,and never received,I paid by paypal and the site states paypal buyer protection.Today I have had a e.mail to say my refund had been paid on march 1st,now another e.mail saying the buyer has not refunded me and to contact the seller.This company will not answer the telephone,answer e.mails so where does this leave me,I thought paypal would get my refund for me,any advice would be appreciated,I am stumped.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
