Received empty envelope from the seller with tracking number

I received empty envelope instead of a bike for 89.99, i added a claim to paypal and paypal sent an message to return the package to china...i do not know what to send. I have uploaded all the empty envelope package with no shipping address and also which is in Chinese language. I do not know what to do as paypal says i need to send the item back to the seller then only i will get my money. Can any one advise me what to do in my issue/case...i tried to reach paypal customer server for 2 weeks but never got a chance to talk with any person also sent repeated messages but same thing they were telling that they have contacted the seller... now i have only one option is that i need to send back the empty envelope with tracking number....please advise...

take screenshots of your order i.e. a bike with other evidence e.g. emails etc

contact usps to get their confirmation on email that you received a freaking envelop with the tracking # the seller provided

after you have collected all evidence send it to PP by email

if you used credit card to fund yr purchase you can always open a case with them if it isn't going anywhere with PP

someone has also had luck to solve their issue by contacting PP ceo by twitter 🙂
