Received a paypal receipt for a purchase I did but the package is missing.

I did purchase a laptop through a website named thinkingic.com = laptop store and I received an email from paypal as the receipt with purchase details. That is the only confirmation I received. It was july 4th and till now I have not received my package. I tried to contact the seller which was saying in the paypal receipt but the seller is not responding. I tried to contact the laptop store and they do not respond as well. In the laptop store website when I log into my account it says it is been delivered at front door on August 8th which was a Sunday and no one came with a delivery. I paid CAD130 and now I dont have the product or the money. SInce the paypal is involved I wonder if anyone can help me with a option as what I should do.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website (or you receive a totally different product).

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

Do not close the dispute until you have a refund or your item.
If a seller states that they can't refund until you have closed the dispute don't believe them.
Escalate the dispute to a claim within 20 days (before it times out), if you need Paypal to get involved.

If you lose because the seller provides a fake tracking number then......

Firstly ring customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then submit an appeal on the dispute that was closed.

PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

Hello. Thank you for the detailed info given. The thing is I can not create a dispute even if i log through my account since it does not show any transactions there.  But I received a paypal receipt in to my email with transaction details. Because of that there is no option in pay pal to require an enquiry even. I tried to call but it did not work with the time differences I assume. I'm in Canada and no idea how can i get a refund for this purchase I did. 

I think that seller was a cheater.

If you bought something online with a debit or credit card and didn't log into your Paypal account then of course it won't show on that Paypal account because you bought as a guest buyer.
However your seller may have processed that payment using their Paypal 'card reader' and so Paypal would show on your bank or card statement.

If that is not the case then contact customer services and your card issuer to query the transactions.

You don't have Paypal buyer protection cover as a guest buyer but you can contact customer services and they may be able to assist you by reaching out to the seller for you.
So If you need help for a guest buyer transaction then you can;

1. Phone Paypal customer services and see if they will help you.
OR
2. Contact your card issuer for a chargeback.
