I have made a purchase for a laundry tub worth 29 dollars and was sent a plastic dog bowl instead. I sent the item registered by mail and the seller didnt collect it so it resolved in the favour of the seller as they said I never provided a tracking no. Which I did. How can I get my money back? Do not buy anything from this seller as s/he is fraud

Paypal phones are mostly non operational since covid but sometimes you get lucky. (use the guest option if you can't log in).
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or
have you considered contacting Customer Service via Facebook or Twitter?

Facebook messenger is useless ...it is all automated replies!! They make it so difficult to appeal...I wonder if on purpose!

I think its because they have very little staff available, there customer services has sadly declined over the years re contact availability.
